Budgets For Parents In Special Needs Shake-Up Sophy Ridge, political correspondent

Parents are to be given a personal budget to spend on the care of their children in an overhaul of special educational needs provision.

The existing system of statements will also be replaced with a "health and care" plan to encourage joined up thinking between local authorities, schools and other providers.

And teachers will be given more training on how to deal with children with special educational needs.

Children's Minister Sarah Teather will unveil the plans in an education green paper.

She said: "We have heard time and time again that parents are frustrated with endless delays getting the help their child needs and by being caught in the middle when local services don't work together.

"Parents and voluntary organisations have given us overwhelming examples where they have felt let down by local services."
