Toddler Adam Milner choked on a piece of chipolata sausage while having his lunch at a nursery and had to wait after an ambulance sent to save him went to the wrong address.
Yesterday coroner Roger Whittaker said in an inquest into Adam's death that he would be writing to Ofsted to see whether further training could assess the problem.
After a jury of seven women and three men at Adam's inquest in Bradford, West Yorks., had returned a majority open verdict, the coroner said staff might get more guidance on preparing food and administering stomach thrusts when toddler's choke.
