
Councils will be ranked on their performance on adoption and foster care, while judges will increasingly be asked to make decisions to stop children "languishing in temporary placements".
Only 60 children under a year old were adopted last year, even though more than 3,600 children of that age were in care.
David Cameron says a new campaign to increase the number of adoptive parents that begins today will take "tough action" to deal with local authorities that fail to deal with adoption cases swiftly, or are weak at finding suitable foster placements. The Prime Minister is seeking a national debate on reforming the care system, which is likely to ask what can be done to place more black children with adoptive families, regardless of race.
